The Executive Council under the Anusandhan National Research Foundation (ANRF), whose Governing Board is chaired by the Hon’ble Prime Minister, provides strategic direction for the scheme. The Department of Science & Technology (DST) shall be the nodal department for its implementation.

The Empowered Group of Secretaries (EGoS), chaired by the Cabinet Secretary, shall approve any changes in the scope of the scheme, including the selection of sectors, sub-sectors, types of projects (excluding specific project approvals), and second-level fund managers.

Implementation of the scheme shall be undertaken by second-level fund managers, which may include Alternate Investment Funds (AIFs), Development Finance Institutions (DFIs), Non-Banking Finance Companies (NBFCs), Focused Research Organizations (FROs) or any other entity approved by the EGoS.

The selection of projects shall be undertaken by the Second-Level Fund Manager, strictly within the sectors and project categories authorised in their mandate and corresponding fund allocation.
